"monument" means architectural works, works of monumentalsculpture and painting, elements or structures of an archaeologicalnature, inscriptions, cave dwellings and combinations of features, whichare of outstanding universal value from the point of view of history, artor science;

"monument" means any temple, church, building, monument, port, earthwork, standing stone, keramat, cave or other structure, erection or excavation, and any tomb, tumulus or other place of interment or any other immovable property of a like nature or any part or remains of the same, the preservation of which is a matter of public interest, by reason of the religious, historic, traditional or archaeological interest attaching thereto, and includes the site of any monument and such portion of land adjoining such site as may be required for fencing or covering in or otherwise preserving any monument and the means of access thereto;
