appellant "appellant" means a person desirous of appealing against— (a) the refusal by the Registrar— (i) to grant a licence; (ii) to renew a licence; (iii) to grant an advertisement permit; or (iv) to renew an advertisement permit; or (b) the stipulation of any condition by the Registrar— (i) in the licence; (ii) in the renewal of a moneylender's licence; (iii) in the advertisement permit; or (iv) in the renewal of an advertisement permit, to the Minister.
