letters patent

Derived form Latin literae patentes meaning writings sealed with the Great Seal of England, whereby a man is authorised to do or enjoy anything that otherwise of himself he could not. They are so termed by reason of their form, because they are open (patentes) with the seal affixed, ready to be shown for confirmation of the authority given them. Letters Patent is not an Act but is granted by the Sovereign by virtue of an Act of Parliament, and it should be construed in .the same way as an act.
