civil debt Any sum of money recoverable on complaint, or declared by statute to be a civil debt, recoverable summarily. The proceedings commence by complaint and terminate by an order, which cannot be enforced by imprisonment unless the defaulter has, or has had since the date of the order, the means to pay and has failed to pay.
