abuse of the rules of the house It is the use by a Member of British Parliament for an improper purpose of his right to move motions, e.g. to impede the transaction of business or to prevent the minority from giving utterance to sentiments unpalatable to the majority. Thus for a Member speaking on a question to conclude his speech by moving the closure would be an abuse of the rules of the House.
