preamble Introduction to a statute or Bill, explaining the facts and assumptions behind it. Where an operative part of a statute is ambiguous, the preamble may be resorted to so as to show, e.g., the intention of the Act. It is only when it conveys a clear and definite meaning in comparison with relatively obscure or indefinite enacting words that a preamble may legitimately prevail . |
