promoter

1. One who begins the procedure for the passing of the local, personal, private Bill. 2. One who undertakes to form a company with reference to form a company with reference to a given project, and to set it going, and who takes the necessary steps to accomplish that purpose : He is neither trustee nor agent for the company, but stands in a fiduciary relationship to it. Whether a person is or is not a promoter is a question of fact in every case.
